The Council has now published a development plan document that sets out how proposals for Homes in Multiple Occupation (HMOs) will be assessed through the planning application process.

The news follows a consultation which took place in September 2022, which the Coventry Society responded to.

The consultation last year invited the public to say what they think about the proposals to introduce new policy to assess HMO proposals.

The Council has now published a revised Homes in Multiple Occupation (HMO) Development Plan Document (DPD) taking on board the comments received last year.

It is part of a legal process and the document, which sets out the detailed policy framework that will be used for the determination of all HMO planning applications in Coventry, is now at the Regulation 19 stage (the formal stage before it is submitted to the Secretary of State).

Andrew Walster, Director of Streetscene and Regulatory Services at the Council, said: “Many residents got involved in the consultation and have helped shape the proposed planning policies for controlling new HMO development, and we must now follow formal procedures, as required by law, to allow people to make any further comments which will then be considered by a planning inspector.”

The statutory publication period runs until just before Midnight on 15 May 2023.

After the publication The Council intends to submit the HMO DPD to the Government for independent Examination.

The policies contained within the Plan provide further detail to the strategic policies set out in the Council’s adopted Local Plan and City Centre Area Action Plan. The Plan covers the whole of the city and once adopted, the HMO DPD will form the overall statutory development plan for the city.
